《跨国犯罪研究(双语)》是按照2020年涉外警务专业人才培养方案要求开设的专业主干课程。该课程分为跨国犯罪综述和主要跨国犯罪类型两部分,围绕跨国犯罪的概念、特点、分类、成因、影响以及相关的政策和法律回应展开教学和讨论。通过该课程的教学,学生理解和掌握跨国犯罪领域的基本知识,在预防和打击跨国犯罪的国际合作事务中充分发挥专业知识与技能,维护并促进国际社会的和平与稳定。

This session uses the  trafficking of opiates, cocaine, amphetamine-type stimulants (ATS), and cannabis  to explain the extent and trends of drug trafficking. It provides historical  context and explains the trafficking patterns associated with each of those  four kinds of drugs and how action against trafficking has shifted from  national efforts to international action. This session  considers money laundering from economic and legal perspectives. The session  uses the European Union's anti-money-laundering legal framework as an  illustration to outline the threats posed by transnational money-laundering  operations and to highlight the need for coordinated international responses  to the crime. The session presents money laundering as primarily an economic  issue and calls for legal responses that deter criminals from money laundering  by increasing the costs for engaging in such illicit operations. 第一部分  课程概述

一、 基本信息

学生应当预先学习掌握《国际公法》、《犯罪学》、《外国刑事诉讼法》、《警务英语》等基础知识,具备运用英语进行日常交流和阅读外文文献的能力。

二、 课程简介

《跨国犯罪研究(双语)》是按照2020年涉外警务专业人才培养方案要求开设的专业主干课程。该课程分为跨国犯罪综述和主要跨国犯罪类型两部分,围绕跨国犯罪的概念、特点、分类、成因、影响以及相关的政策和法律回应展开教学和讨论。通过该课程的教学,学生理解和掌握跨国犯罪领域的基本知识,在预防和打击跨国犯罪的国际合作事务中充分发挥专业知识与技能,维护并促进国际社会的和平与稳定。

三、教学目标

通过该课程的教与学,学生应当达到:

1. 知识要求:掌握跨国犯罪的概念、特点、分类、成因、影响,熟悉打击跨国犯罪的国际公约,了解联合国等国际组织的宗旨和目的。

2. 能力要求:学生应当基本具备英语思维能力,掌握关于跨国犯罪领域的基础知识,

初步具备应用概念和理论描述、解释和评估跨国犯罪的能力

3. 素质要求:掌握跨国犯罪的相关知识,认识到跨国犯罪对于国家安全带来的危害,能够在预防和打击跨国犯罪的国际合作事务中发挥专业知识与技能通过案例交流和讨论,认识到中国作为国际社会负责任的国家,与国际社会共同应对新型跨国有组织犯罪挑战。

六、教学要求

(一) 理论教学要求

本课程采用传统课堂授课和翻转课堂相结合的教学模式,学生课前深入阅读英文资料、观看视频讲座和在线课程,课堂聆听教师讲解知识点、做小组展示和讨论,课后梳理笔记、深化知识点的理解,逐步认识跨国犯罪的危害以及国际社会在预防打击跨国犯罪方面所做出的努力。

(二) 实践教学要求

本课程注重鼓励学生展开探究性学习,学生选取跨国犯罪的某一犯罪类型展开阅读,做课堂小组展示和讨论,全面掌握跨国犯罪出现的新趋势和特点,培养学生的法律思维和国际视野。

(三) 课程思政教学要求

本课程思政教学内容围绕中国与国际社会合作共同打击跨国有组织犯罪展开思政教学和讨论。学生收集中国外交部、公安部、联合国、国际刑警组织等官方网站的资源,做主题展示和讨论,使学生认识到中国作为国际社会负责任的国家,一直与国际社会共同应对新型跨国有组织犯罪与挑战,为推动构建人类命运共同体而共同努力。

七、学习要求

本课程要求学生课前深入阅读英文资料、观看视频讲座和在线课程,课后梳理笔记、深化知识点的理解。

八、考核方案

(一)考核方式:考试。要求学生结合跨国犯罪的理论与知识,对给定题目作答,重点考查学生对基础知识的理解以及运用基础知识分析思考问题的能力

(二)成绩构成本课程最终成绩由平时表现、平时作业、期中考核及期末考核成绩构成,各部分比例如下:课程成绩=平时表现*5%+平时作业*20+期中考核*15%+期末考核*60%。
